On Tuesday night, San Jose Mayor Chuck Reed presided over a city council vote to approve an eight-year housing strategy to build 35,080 new units, the number required by state regulators.
That's a tall order — about 60 percent of the 58,000-plus units targeted for all of Santa Clara County by 2023. Especially when considering recent history. San Jose permitted only 16,029 units, or about 48 percent of the units allocated during the current planning period (which did span a deep recession). Only 15 percent of the housing units that the city did approve were built for low- and moderate-income earners.
San Jose's new 244-page draft housing element for 2014-2023 forced policymakers to at least address major questions about what land might be available for housing in an extremely tight market — and whether Silicon Valley really can go dense and rein in skyrocketing housing costs.
