The council also approved initiation of a study of a general plan amendment and an amendment to the East Dublin Plan for The Groves, which is bounded by Central Parkway, Dublin Boulevard, Fallon Road and Lockhart Drive.

The staff will look at a request to change 24 acres of open space to 7 acres of residential development and 17 acres of agricultural zoning. The developer would like to locate a vineyard in that part of the site.

Also, on a separate Lot 3, the study would look at a medium residential designation for the 6 acres.

The council voted 4-0 to approve the study. The requested changes result from the difficulty in developing the land because of two knolls on the property. Further, the road alignments around Dublin Boulevard and Fallon Road make it difficult to design the property well, said the developer.
