DANVILLE -- The Town Planning Commission recommended approval of 66 homes in the proposed Summerhill development despite local residents' complaints that the project worsened traffic and should be submitted to a citywide vote.
The 5-1 recommendation to the City Council came at 11 p.m. Tuesday after the project was criticized by most of the more than 20 speakers in a continued public hearing.
Planning commissioners said more than 90 percent of the proposed site -- roughly 372 acres -- would be preserved as open space, and a trail would be provided to link the area to the Sycamore Valley Regional Open Space.
Most speakers before the Danville Planning Commission opposed the proposal, which originally called for 69 houses on 410 acres of ranch land southeast of Diablo and McCauley roads.
Several Danville and Diablo residents said traffic from the development would worsen severe rush hour traffic congestion on Diablo Road near Green Valley Road, where westbound commuters face long waits.
"The road is perpetually busy," said Louis Leone, a Danville resident. "There are always delays.
The Save Mount Diablo conservation group said it came around to support the project after the development pledged to keep 91 percent in open space, and keep all buildings off the ridgelines.
