An appeal was filed Tuesday against the Redwood City Planning Commission's Oct. 29 decision to allow an upscale apartment complex with private boat slips to be built at Pete's Harbor.

"The process was really unfair and fast-tracked," said Alison Madden, who filed the appeal asking the city council to reverse the planning commission's decision. More than 1,600 people have signed petitions seeking to "slow down and scale back" the development, she added.

Lease termination notices sent out after the planning commission's decision told tenants they have to move out by Jan. 15, Madden said.

Although some tenants left once they learned their days were numbered, about 127 boats still are docked at the 263-slip marina, said Pete's Harbor resident Leslie Webster. She estimated that people still live aboard about 60 of those boats.
