According to Michael Bills, a senior planner for San Jose, residential permit activity could reach record levels this year. As further validation, Ivanhoé Cambridge, a Canadian public pension fund subsidiary, announced this week a $171 million deal to build a luxury apartment community with Shea Properties off Cottle Road.
