KB Home is kick-starting construction plans for Communication Hill, perhaps the largest chunk of undeveloped land zoned for housing in San Jose. The homebuilder is under contract with longtime owner MTA Properties to purchase more than 300 acres on the hill in south San Jose, where it hopes to build up to 2,000 units on roughly 75 of those acres.
